Presumably, even fewer commute to lower Manhattan. In a 2017 study of the 346,000 commuters from New Jersey to Manhattan, fewer than 60,000 traveled by car. And in case he hasn’t read the data- more people from New Jersey commute to New York by mass transit than by personal transit. It reminds me of the scene in the old Mel Brooks film Blazing Saddles where one character points a gun at his own head and says: “Don’t anyone move, or I’ll shoot.” Disrupting the Port Authority will hurt New Jersey at least as much as it harms New York, or to use the unfortunate nuclear analogy, the fallout won’t be limited to the east side of the Hudson River. Last week, New Jersey Governor Phil Murphy, coincidentally engaged in a nasty re-election campaign, threatened to use the “nuclear option” of holding up business in the bi-state Port Authority if the plan is allowed to go forward. It fell victim to Albany politics fueled by outer borough opposition to a toll that very few outer borough commuters would pay. Mike Bloomberg tried to enact congestion pricing back in 2007 as part of his landmark sustainability plan. After much delay, recently, public hearings began to help shape the parameters of the program’s operational design. Two years ago, the state of New York passed a law requiring the fee to be charged. The tolls would then be spent to make mass transit more efficient and effective. The concept is simple: Charge a toll on vehicles south of 60th street in Manhattan. That will also determine how much money the MTA winds up getting from it each year.London, Singapore, and Stockholm have all managed to do something that New York City has been unable to do enact and implement congestion pricing in its central business district. In our opinion, we need to minimize the number of exemptions.”Īnd these exemptions could end up being the key to how successful the program is. “And then we will really see what this is going to look like. “The Traffic Review and Mobility Board has to determine what the fees are going to be,” Tighe said. Who will pay the most, and who will be exempted has yet to be worked out. And it’s a boon for mass transportation since the estimated $1 billion raised per year from the pricing system will go to the MTA. “Many people who live in transit deserts, like part of my Assembly district in eastern Queens, feel they have no other option when they have to go into midtown Manhattan than to drive their cars,” Weprin said.īut supporters say it’s a win for the environment because it will get more polluting cars and trucks off the road. “It did not have the votes on its own.”Īccording to critics, tolling cars amounts to a regressive tax, hitting those who can least afford it the hardest. “This bill would not have passed on its own if Governor hadn’t put it but on the budget in 2019,” Democratic Assemblyman David Weprin of Queens said. But the program has since faced significant delays, and opponents say it remains very unpopular in boroughs outside Manhattan. The controversial plan to charge drivers a fee to enter Manhattan passed in the state legislature four years ago. That means a Finding of No Significance ( FONSI ) will come shortly as part of final environmental review and approval. The Federal Highway Administration just issued the letter of legal sufficiency to the MTA. Source says final approval of congestion pricing is imminent. “We know there is one more legal step where they have to put out the finding of no significant impact, meaning any potential impacts to the environment will be mitigated.” “I think we are going to see this happen very quickly,” Julie Tighe of the New York League of Conservation Voters said. While additional steps are still needed, the most significant hurdles have now been cleared. The details on that pricing structure have yet to be finalizedĬongestion pricing could be up and running in Manhattan as early as next March now that the federal government has all but signed off on the plan. The program will charge vehicles a fee to enter Manhattan below 60th Street. The federal government has now signed off on congestion pricing for Manhattan after years of delays.

What has dynasty managers drooling over Richardson, though, is the generational traits, not to mention the rushing he provides is fantasy football gold. His film isn’t impressive either, and there is a ton of development that still needs to happen for Richardson to be a successful NFL QB. Unlike Stroud and Young, Richardson isn’t accomplished or experienced as a college player starting only 13 games in college. His 4.43 40-yard dash at 244 pounds at the NFL Combine wowed the masses, and he even shined in the throwing portion, showcasing his massive arm. Richardson is the most athletic QB prospect ever, literally. With pick 1.04 comes the player with the highest ceiling of any player in the entire draft, Florida’s Anthony Richardson. Speaking of high-end assets available at 1.02-1.04, the trio of quarterbacks is next up. This will allow you to still draft a high-end asset at a position with more value longevity while adding additional value elsewhere. If you buy into that logic, look to flip Bijan for 1.02-1.04 plus additional assets. These factors result in RB not being the ideal position to allocate asset value during a rebuild. Even the players who rise to the top usually don’t have longevity, Todd Gurley and Le’Veon Bell being recent examples. The RB position is a contender’s luxury due to its short shelf life and high injury volatility. Most teams picking 1.01 are probably not a Bijan away from contending there is a reason they are picking 1.01. If you’re picking 1.01, you need to maximize the value of that asset, whether it is just taking Bijan or trading the pick. Let’s dive into a bit of strategy on this pick. Having pick 1.01 during the rookie draft is the apex of leverage. His market value over the rest of the field is apparent in early 2023 startups, where he is regularly drafted as the top rookie and the overall RB1. Identifying a single flaw in his game is difficult as he demonstrates every trait necessary at a high level, including pass-catching. The 215-pound back can do it all and is widely considered one of the best RB prospects ever. With the first overall pick, it has to be Texas RB Bijan Robinson.
We were then able to download the archive and extract the folder. This triggered a Windows Defender alert, which we had to bypass. When visiting the DMDE website to download the Windows GUI version of the program, we found it was available only as a ZIP file. On top of this, recovery is limited to 4,000 files at a time, but there's no limit on how many files you can recover if you break it down into batches of 4,000 or fewer. You can't, for example, select a folder from the directory tree and recover it. The free version of DMDE is only available for personal use, and it's only possible to recover files that are currently visible in the selected directory. This is the free edition of a program for which there are paid-for versions, so it should come as no surprise that there are a few limitations – but none that should put you off. ĭMDE Free Edition – or, to give it its full title, DM Disk Editor and Data Recovery Software – helps you recover files from your hard drive that you have lost due to accidental deletion, hard drive problems, a virus attack, or some other grave misfortune. Read our full Stellar Data Recovery review. The only concern would be whether 1GB of free recovery is enough for your needs, but if that's the case then one of the paid tiers would definitely be worth considering. Paid subscriptions are a little expensive, but the free program’s impressive performance and user-friendly interface mean it's well worth using. In its simplest form, it enables anyone to retrieve lost data from a computer or external storage device. Overall, Stellar Data Recovery is a great file retrieval tool with powerful advanced options for business. When we simulated a corrupted hard drive however, Stellar was able to recover 80% of the missing files. It had less success with drives which had been formatted, only being able to recover around half the files. This includes the ability to 'preview' from within Stellar Data Recovery, so you can check to see which files are recoverable even if you're over the 1GB free limit.ĭuring our tests we found that Stellar was able to recover files that had been deleted from the Recycle Bin without any issue whatsoever. All of the advanced data recovery tools are otherwise available. This enables users to retrieve deleted, lost, and unavailable objects from a hard drive, USB stick, or almost any other storage device. Stellar Free Data Recovery Software offers up to 1GB of free data recovery for both Windows and Mac users. However, while a number of paid plans are available, there is also a free tier available. Stellar Data Recovery is one of the best data recovery tools we’ve used, with highly customizable searches, a huge file-type library, and deep scan abilities. Create a network diagram and a Gantt chart for the project tasks. For example, if a piece of key equipment is only available for a few days, activities that depend on it have the same start and finish dates in the forward and backward passes. The difference between the early start date and the late start date for activities on the critical path is usually the same as the total float, unless the activities are affected by the resource calendars differently in the forward and backward pass. Assign the calculated date as the late start date of the predecessor activity.Refer to the resource calendar(s) that applies to the people and equipment necessary for the activity, and subtract the number of off days that the activity would span on those calendars.Subtract the lag time or add the lead time to the late finish date.Subtract the predecessor activity’s duration from its late finish date.Follow these steps to calculate the late start dates of predecessor activities, assuming finish-start relationships: To calculate late start dates, begin with the project completion milestone and assign that date as the finish date of its predecessor activities. Resource calendars must be considered in the backward pass as well as the forward pass. Subtract the duration of each activity in each path to determine the latest date the activity could begin and still meet the project completion date. The next step is to work through the network diagram from right to left beginning with the mandated completion date, which is a milestone that is set in the project plan. The float on those activities is called free float. If activities that are not on the critical path have a difference between their early start date and their late start date, those activities can be delayed without affecting the project completion date. A project can also have negative float, which means the calculated completion date of the last activity is later than the targeted completion date established at the beginning of the project. Any delay in an activity on the critical path would reduce the amount of total float available on the project. Total float is the difference between the finish date of the last activity on the critical path and the project completion date. Floatįloat, sometimes called Slack (float), is the amount of time an activity, network path, or project can be delayed from the early start without changing the completion date of the project. Computer software must be combined with common sense or good judgment. Fortunately, there are computer programs to assist in the process, but the project manager must understand the process well enough to recognize computer errors.

At the equator, you'll notice a city nearby called Libreville, the capital of the country of Gabon in Africa. From Quito, trace a longitude line to the north pole then make a 90-degree turn to the right and head straight back down. First, let's pick a city on the equator-for simplicity, say it's Quito, Ecuador, on the Pacific coast of South America. You can see this distinction if you draw a right triangle on a globe. On spheres and other shapes, it may not be. In fact, it is only the shortest one on football fields and other flat surfaces. If the points on the triangle were places to visit in a city, you probably wouldn't bother walking along a and b if you could directly take c.īut the hypotenuse isn't always the shortest route. The "c" is the hypotenuse, and although it represents the longest side of a right triangle, it is the shortest path between the two points on either end. Greek mathematician Pythagoras, as a² + b² = c². You might know this relation, discovered by the 5th-century B.C. In chasing down the ball-carrier, the defender basically runs along the diagonal of a right triangle, in which the sum of the squares of the sides equals the square of that diagonal. In the Pythagorean theorem episode of NBC Learn's "The Science of NFL Football," you see that a defender in the middle of the field must take the proper angle of pursuit to catch a ball-carrier making a dash down the sideline for the end zone. “It’s offering from one to seven days and it provides a discount for up to 50% off window ticket prices which means they can start as low as $106,” Walsh explained.” So, you can customize how many days you want to ski on the mountain between one and seven.
